After drilling the hole with a rock drill to the designed depth of the anchor rod, install the steel anchor head onto the anchor rod body, insert it into the hole, install the grout stopper, cushion plate, and nut, reverse the anchor rod to expand the shell anchor head and grab the hole wall, and then proceed with grouting.
